Freestanding lace! The adorable design is stitched onto a non-woven water-soluble stabilizer.
I recommend using Vilene water-soluble wash-away stabilizer, it looks like fabric, not a film.
1. Hoop stabilizer only
2. Stitch design directly on stabilizer
3. Make fringe
The large satin stitches will be loose. Once you complete stitching the design, turn over the hoop to see a reverse side and cut the bobbin thread along the large satin stitches. Turn the hoop back over and fluff up the "fringe" around. Please view the short video tutorial of my other fringed item, but the technique is the same:

4. Then unhoop and trim excess stabilizer
5. Rinse with water remaining stabilizer
6. Dry completely
Stitch the design, cut the bobbin thread on the back of satin stitches, then fluff the fringe.
