Two techniques in one: freestanding lace stitched on wash-away stabilizer, and fringe that is cut and fluffed after stitching. The design is 3 inches, in a standard and a symmetrical layout.

Freestanding lace! I recommend using Vilene or any other fabric-like water-soluble stabilizer (not the clear film type).
Simply hoop only the water-soluble stabilizer, stitch out the design, rinse away the stabilizer, and let it dry.
